Isaiah A. Kelley is a dynamic executive leader with over a decade of multidisciplinary experience spanning nonprofit administration, clinical operations, and military service. With a robust background in psychology and justice studies, Mr. Kelley has spearheaded transformative initiatives across healthcare, housing, corrections, and educational systems—consistently driving measurable impact for underserved populations.
Currently serving as the Treatment Center Director at BayMark Health Services, he oversees strategic and clinical operations of an Opioid Treatment Program (OTP), managing a $4M budget while ensuring regulatory compliance and culturally responsive care. Prior to this role, Isaiah led as Director of Programs and Clinical Operations at The Shade Tree, where he integrated trauma-informed care into shelter services for women and children, while simultaneously directing crisis response and security operations.
Mr. Kelley brings deep expertise in clinical program development, grant acquisition, regulatory oversight, and multidisciplinary team leadership. He has secured over $400,000 in federal funding and directed complex programs at The Salvation Army, Build Rehabilitation Industries, and the Nevada Department of Corrections, where he worked as a substance abuse counselor focused on rehabilitation and reducing recidivism.
A U.S. Army veteran and former airport operations manager with Virgin America Airlines, Isaiah blends operational discipline with compassionate leadership. His academic credentials include a Ph.D. in Clinical Psychology (in progress at Walden University), an M.S. in Psychology, and dual bachelor's and associate degrees in justice-related fields. He also holds multiple clinical and behavioral health certifications and is slated for licensure as a Clinical Psychologist in 2026, currently interning in Owings Mills, MD.
